Recent developments in Malabon showcase the city’s evolution. First-term Mayor Jeannie Sandoval provides insight into the key initiatives driving the city’s progress.

The City of Malabon is popularly known for its eponymous noodle recipe, the pancit Malabon, an iconic dish symbolizing long life and prosperity. It is also an apt metaphor for a city that has faced its fair share of challenges. Much like this celebrated dish, Malabon has proven its resilience, weathering both literal and figurative storms with a quiet strength that resonates within its community.

For years, Malabon residents faced the familiar challenges of urbanization: inadequate housing, constant flooding, financial hardship, limited access to education, and a struggle for sustainable livelihoods. Many families were directly affected by these issues, with some even adapting to life close to the water's edge, or, in some cases, living on the water itself.

First-term Mayor Jeannie Sandoval reflects on the key initiatives that defined her tenure.

The people of Malabon yearned for change. But as with any transformation, it takes more than desire to make it happen—it requires collective effort and action. It also needs leaders committed to a true renaissance, such as first-term Mayor Jeannie Sandoval, whose vision helped steer the city toward a path of progress.

The Initiatives Reshaping the City

Named as one of the top-performing city mayors in the Philippines in 2024 according to an independent survey released by the RP Mission and Development Foundation Inc. and lauded as one of the Asian Heroes 2024, Sandoval championed Malabon’s resurgence through a series of carefully planned initiatives.

In a recent interview, Sandoval thoughtfully outlined the five key city government programs she believes have propelled Malabon’s progress. She detailed the purpose behind each project, the challenges faced along the way, the invaluable community feedback, and her own personal reflections on how these reshaped the city.

Sandoval was named one of the top-performing city mayors in the Philippines in the second quarter of 2024.

Giving Families a Place to Call Home

For many in Malabon, the dream of a stable home was often overshadowed by the harsh realities of living in flood-prone areas or precarious informal settlements. Recognizing this, Sandoval initiated the Housing and Relocation Program to provide shelter and create a community where residents can build a safe and dignified home.

“Affordable housing and decent living conditions play a fundamental role in progressing toward social equity and increased quality of life of Malabueños,” she explained. The flagship housing facility, St. Gregory Homes in Barangay Panghulo, has become a symbol of this transformation, offering disaster-resilient and climate-change adaptive housing aligned with national sustainability and resilience initiatives.

While challenges inevitably arose, the community's response has been overwhelmingly positive. “Malabueños, who I used to meet with fearful eyes, are now hopeful,” Sandoval said. Through extensive consultations, the program has evolved to be more inclusive, focusing on maintaining social networks and increasing livelihood opportunities.

Sandoval underscores how access to affordable housing is fundamental to the overall quality of life for Malabon residents.

The mayor added, “Seeing families thrive in homes they can finally call their own fills my heart with immense pride and a sense of hope.”

Protecting Malabon from Floods

However, the issue didn’t stop at housing. The city government needed to contend with the root cause of the precarious living conditions many Malabon residents face: the city's unique geographical challenges, namely, persistent flooding

Sandoval launched the Flood Control and Drainage Improvement project. It focused on upgrading drainage systems, maintaining pumping stations, and widening waterways to reduce—if not eliminate—the devastating impact of flooding.

Addressing Malabon's persistent flooding is a central focus of one of Sandoval's key initiatives.

Since the project’s implementation, there has been a “significant reduction in flood frequency and severity,” the mayor said. Residents in low-lying areas have witnessed firsthand the project's impact, fostering a greater sense of trust and participation.

“For generations, Malabueños have had to deal with the constant threat of flooding that erodes their sense of normalcy,” Sandoval pointed out. “Knowing that the project is not another band-aid solution to a long-term problem, we can now guarantee a more resilient and sustainable future for Malabueños.”

Extending a Helping Hand When It’s Needed Most

Recovering from the pandemic's economic impact was also an uphill battle for the people of Malabon. As a response, Sandoval introduced the Malabon Ahon Card, which helps residents get access to essential goods, services, and financial assistance from the city government regardless of their economic and social status.

This initiative aimed to modernize and streamline the distribution of social services, cutting through bureaucratic red tape and putting assistance directly into the hands of people. Since the card's implementation in 2022, the community has felt its support, with stories circulating about its tangible impact.

Asked to share some of these stories, Sandoval said: “Anecdotes about its benefits are being heard and passed on—a sick, elderly person who got their medication on time; a single parent posting on social media about their kid's snacks after getting financial assistance; and a working student finishing studies despite challenges.”

The mayor underscored that the Malabon Ahon Card is “more than just a lifeline and immediate relief.” It's a way for Malabon residents to be supported and empowered with a safety net that enables them to focus on their future.

Supporting the Next Generation of Malabueños

As we look to the future, it's crucial to consider the next generation of Malabueños. Education plays a central role in Sandoval's vision, not only to break the cycle of poverty but to foster social mobility.

For Sandoval, education is key to empowering Malabueños and securing their future.

The goal was to “[raise] a generation of productive Malabueños,” the mayor emphasized. The objective of the Education and Scholarship Program Expansion was to provide state-of-the-art facilities, access to quality educators, and expanded scholarship opportunities, preparing the community for the demands of a rapidly evolving world.

“By investing in human capital, we are also building a community ready to meet 21st-century challenges,” Sandoval added, highlighting her long-term vision. The city government responded to the increased demand by enhancing logistical and financial support and forging partnerships with local institutions and businesses to expand vocational and training programs.

“Parents felt that they had a partner to send their children to school, knowing that financial constraints were reduced,” the mayor said about the community's response to the initiative. “What makes it sweeter is the thought that we are able to empower Malabueños to build a brighter future for themselves and contribute to community building.”

Building a Productive and Thriving Community

Following the adage “teach a man to fish,” it is essential to provide families with the means to support themselves to build a thriving community. Sandoval's Sustainable Livelihood and Job Creation Program primarily focused on creating job opportunities within the communities and explored ways to innovate local businesses and entrepreneurship to build on existing strengths.

Sandoval champions sustainable livelihoods, believing they are essential for a thriving and productive community.

“So far, there is a strong interest from Malabueños [in taking part] in the program,” Sandoval said. The city government facilitated access to microfinance, provided livelihood training and mentorship, and assisted local artisans in marketing their products through product showcases. These helped participants unlock new skills and eventually open their own business ventures.

“Success stories have become ordinary,” the mayor reflected on the impact of the program. “But what makes it unique is seeing Malabueños rise above adversity.” She also took pride in the program's sustainability, saying that “these are all achievements of Malabueños who put their trust in [the city government].”

Malabon’s Path Forward

Sandoval revealed an undeniably ambitious vision for Malabon: a smart and sustainable city, a cultural and tourism hub, and a center for innovation and entrepreneurship. And despite the city's significant challenges, she expressed unwavering optimism that it can be achieved. The initiatives spearheaded during her term are only the beginning.

“We are hopeful that these [challenges] can be outweighed by our continuous commitment to service delivery in the face of rapid urbanization,” the mayor said.

Looking back on her tenure, Sandoval hopes her constituents will remember her as a leader who left a lasting legacy beyond her personal achievements. “I wish to be remembered as a public servant who invested in their future and believed in the city's potential,” the mayor said.

She added: “Having a city where dreams are made and realized, where the once impossible became ordinary, and where the future generations are grateful for the strong foundations laid for them, will always be the legacy of the past, present, and future Malabueños.”
