Accept the fact that, matter how very, very careful you are, your shoes will get wet. Now that you know what is inevitable, here’s what you can do: Choose weather-busting footwear. 

Contrary to popular wisdom (and your fears), leather remains an option on a rainy day. In particular, shoes in high-shine or polished leather can be worn, because their waxy gloss provides a protective barrier against water. Footwear in rough-grain or textured leather, which is inherently tougher, also holds up against a splatter or a light shower.

Note that both types of leather are used in dressier shoes, so there is never any reason to sacrifice style on a dreary day (please forget your beaters). 

Also, look at what lies beneath. The grip of a rubber sole helps you remain upright on slippery surfaces. Better yet, lug soles, those blocky rubbers with deep indentations that were invented for mountaineering and usually affixed on work boots, provide superior traction on any terrain, wet pavement included.
