Several areas in Luzon and Metro Manila have been experiencing heavy rainfall and flooding since Monday, July 22, due to Typhoon Carina. The Southwest Monsoon (Habagat) has also intensified the weather system, bringing with it intense rainfall that's expected to persist until Friday.

These two, plus higher tide and river levels, poor and clogged drainage, and impounding water, are putting cities in Metro Manila at a standstill. Roads are not passable to vehicles, families near bodies of water are evacuated, and others are just stuck outside.
