The 30 Most Exciting Priority Projects of the DPWH

The DPWH is busy.

According to Secretary Mark Villar, the Department of Public Works and Highways has about 20,000 ongoing infrastructure projects across the country. During a virtual chat with editors of Summit Media, Villar said infrastructure is such a priority for the administration of President Rodrigo Duterte the department’s budget is currently about five percent of the country’s GDP, up from about two percent during previous administrations. 

Villar shared some of his departments ongoing projects. The scope is undeniably massive and ambitious, and we can only look forward to the day when they’re all completed.

“We’re going to be seeing a new Philippines once this pandemic is over and we start going out of our homes again,” he said.

Bridges (Nationwide)

1| Panguil Bay Bridge

The 3.169 km Bridge will connect the City of Tangub in Misamis Occidental to the Municipality of Tubod in Lanao del Norte. Once completed, travel time between the two places will only take seven minutes, compared to the 2.5 hours it would take via the 100-km route Tangub-Molave-Tubod Road or via Tangub-Kapatagan-Tubod Road. 


Project Cost: P7.375 Billion

Funding Source: KEDCF Loan No. PHL-18

Schedule: February 2020-December 2023

Status: Overall weighted accomplishment for the Design and Build of the project is 3.27 percent, Detailed Engineering Design accomplishment is 61 percent.

2| Samal Island-Davao City Bridge

Construction of a toll-free four-lane bridge with a total length of 3.98 km including Davao ramps and at-grade road and a roundabout in Samal. It will measure 24 meters wide and will have a vertical navigational clearance up to 47 meters. The bridge will cross over Pakiputan Strait and can serve around 25,000 vehicles a day between Davao City and the Island Garden City of Samal Island. Travel time will be reduced from 26 to 30 minutes using RORO/ferry operations to two to five minutes.

Project Cost: P23.04 Billion

Funding Source: Proposed for ODA under China Government Financing Facility of CIDCA.

Schedule (Design & Build): February 2021- February 2026

Status: Signing of Contract Agreement for the Design & Build of SIDC on January 14, 2021. DPWH submitted the Contract Agreement to DOF to head start the loan negotiation process.

3| Panay-Guimaras-Negros Link Bridge

The 32.47 km and two sea-crossing bridges including connecting roads and interchanges will link the islands of Panay, Guimaras and Negros. Travel time between Iloilo (Panay) and Buenavista (Guimaras) will be reduced to 10 minutes from the current from 45 minutes, while travel time between Buenavista (Guimaras) and Pulupandan (Negros) will be reduced from 60 minutes to 15 minutes.

Project Cost: P189.53 Billion

Funding Source: Korea Eximbank Schedule (Civil Works/Construction): 2023- 2031

Status: NEDA Board confirmed the project January 28, 2020. Ongoing supplemental FS started October 12, 2020 funded by KEXIM Grant and Draft Final Supplemental FS Report was submitted on February 23, 2021. Supplemental FS Consultant submitted an initial cost last January 08, 2021 with a total cost of $58.619 Million (P2.817 Billion) for the Detailed Engineering Design Stage.

4| Bataan-Cavite Interlink Bridge

The proposed 32.15 km, four-lane bridge starts from Barangay Alas-asin in Mariveles, Bataan, crossing Manila Bay and terminates in Barangay Timalan, Naic, Cavite. It also involves construction of two navigation bridges—the North Channel Bridge and South Channel Bridge, with main spans of 400 meters and 900 meters, respectively. Travel time between Bataan and Cavite will be reduced from nearly five hours to less than two hours.

Project Cost: P175.656 billion

Funding Source: ADB

Schedule: 2022-2027

Status: Contract for the Consultancy Services of the project’s DED was signed last October 20, 2020. DED commenced in November 2020 and targeted to be completed by January 2022.

5| Cebu-Mactan Bridge and Coastal Construction Project

Construction of a 3.3 km bridge with an elevated viaduct of 2.93 km, with two lanes in each direction; and a 4.9 km, four-lane coastal road with a 4.751 elevated viaduct. Interchanges will be constructed at the linkage between the two projects in Mandaue City. This is the fourth bridge between the main island of Cebu with Mactan. Travel time saved during peak hours from Mactan-Cebu International Airport to Cebu Port Area will be reduced from 45 minutes to 25 minutes.

Project Cost: P76.412 billion

Funding Source: JICA PH-P274

Schedule (Civil Works): 2023-2028

Status: Confirmed by NEDA Board on January 28, 2020. The conduct of Detailed Design Study was agreed to be funded under JICA Grant and started December 24, 2020 and to be completed by March 2022.

6| Panglao-Tagbilaran City Offshore Connector Bridge

Construction of a 1.268.14 km, four-lane main bridge connecting mainland Bohol to the municipalities of Dauis and Panglao (Panglao Island). It also involves the construction of two short-span bridges (42.7 meters) and 1.398.303 km approach roads for a total length of 2.71 km consisting of bridge and road. Travel time from Tagbilaran City Seaport to Panglao Island will be reduced from 45 minutes to 15 minutes. 

Project Cost: P6.958 billion

Funding Source: Locally Funded (GAA) and ODA


Schedule: 2018-2024

Status: An amount of P700 million was released in 2018 and 2020. Construction of the main (iconic cablestayed) bridge will be funded under ODA.

7| Guicam Bridge, Zamboanga Peninsula 

The proposed Guicam Bridge, Zamboanga Peninsula will connects Olutanga Island to the mainland and will cross the Canalizo Strait in Zamboanga Sibugay.

Project Length: 1.208 km (Bridge Length of 540.8l meters)

Project Cost: P1.06 billion 

Funding Source: ADB Loan No. 3631 -PHI

Schedule: 2021-2024 

Status: Project Official start date was January 29, 2021

8| Tawi -Tawi Bridges 

Construction of three bridges with a total gross length of 1.790 meters.

Bridge 1: Nalil-Sikkiat Bridge, 540.8 lm

Bridge 2: Tongsinah-Paniongan Bridge, 569 .26 lm

Bridge 3: Malassa-Lupa Pula Bridge, 680.6 lm

Total Length : 1.790 km

Project Cost: P3.35 Billion

Funding Source : ADB Loan No. 3631-PHI

Schedule : 2021-2023

Status : Procurement of these bridges will be within the 2nd Quarter of 2021 and implementation by the 4th Quarter of 2021.

Bridges (Metro Manila)

9| BGC-Ortigas Center Link Road Project

Also called the Sta. Monica-Lawton Bridge, the 440.029-meter, four-lane bridge spans across the Pasig River and connects Lawton Ave. in Makati City with Sta. Monica St. in Pasig City. The project also involves the 362.166-meter rehabilitation and widening of Brixton (corner Reliance St.) to Fairlane St.

Meanwhile, the Lawton Ave.-Global City Viaduct is a 565.317-meter two-lane viaduct structure traversing Lawton Ave. onwards to the entrance of Bonifacio Global City with on and off-ramp along Lawton Avenue. When completed, travel time between Bonifacio Global City and Ortigas Central Business District will be reduced to around 12 minutes.

Schedule: Oct. 2017 to August 2021

Status: 72.49 percent completed.

10| Binondo Intramuros Bridge

The 680-lineal meter Basket Handle Tied Steel Arch Bridge connects Intramuros (at Solana Street and Riverside Drive) to Binondo (at San Fernando Bridge) through a viaduct structure over Estero de Binondo. About 29,992 vehicles per day will be diverted from adjacent bridges (Roxas Jr. Bridge and Jonas Bridge) to this Binondo-Intramuros Bridge Project once completed.


Project Cost: P3.39 billion

Funding Source: China Grant

Schedule: Aug. 2018-Sep. 2021

Status: 52.973 percent completed

11| Estrella-Pantaleon Bridge

The new bridge will be built with a pre-stressed concrete rigid frame with corrugated steel webs and four-lane concrete deck slab of approximately 506.46 lineal meters. The bridge will connect Estrella Street in Makati to Barangka Drive in Mandaluyong City. The previous bridge had two lanes and will be expanded to four lanes, accommodating, with about 9,438 vehicles per day expected to be diverted from the adjacent bridges (Makati-Mandaluyong Bridge and Guadalupe Bridge).

Project Cost: P1.46 billion

Schedule: Aug. 2018-Sep. 2021

Status: 81.661 percent completed

12| Pasig-Marikina River & Manggahan Floodway Bridges

Construction of three bridges on a Design-and-Build Scheme with a total length of 3.393.9 lm (including approaches) crossing Pasig River and Manggahan Floodway.

Project Cost: P14.37 Billion

Funding Source: China Loan

Schedule (Design & Build): May 2021-October 2024

Status: Contract for the three bridges has already been signed. Loan application is on process.

Roads (Nationwide)

13| Metro Cebu Expressway

Construction of a 58.84-kilometer expressway from Naga City to Danao City with the following segments:

Segment 1: Minglanilla / Talisay boundary-Cebu City Mandaue / Consolacion Bdry. - 24.56 km

Segment 2: Mandaue-Consolacion boundary Danao City - 23.36 km


Segment 3: Naga-Minglanilla/Talisay boundary - 10.92 km 

Travel time from Naga City to Danao City will be reduced from three hours to about one hour and 10 minutes.

Estimated Project Cost:

Segment 1: P57.06 Billion (PPP)

Segment 2: P10.31 Billion (PPP)

Segment 3: P3.07 Billion (Locally Funded) 

Schedule (Segment 3): 2018-2022

Status: Civil works for Segment 3 is on-going under local funds. Pre-feasibility Study conducted by JICA under the High Standard Highway Masterplan 2. DPWH with the assistance of USAID is now preparing for the ICC requisite documents for submission.

14| Davao City Bypass Construction Project

Construction of a four-lane, 45.5 km highway, with two lanes in each direction. The project includes two 2.3 km mountain tunnels, two Cut & Cover Tunnel (315 meters and 130 meters) at Cabantian Intersection, and a 600-meter underpass along Davao-Bukidnon Road Intersection. Travel time between Brgy. Sirawan in Toril District, Davao City and Brgy. J.P. Laurel in Panabo City will be reduced from one hour and 44 minutes via Pan-Philippine Highway Diversion Road to just 49 minutes.

Project Cost: P46.81 billion 

Funding Source: JICA Loan Agreement Nos. PH-P261 and PH-P273

Schedule: December 2020-January 2024

Status: Package I-1 (including 2.30 km NATM Tunnel) –Civil works on-going while Packages I2, I-3 (including 0.445 km Cut and Cover Tunnel) and II –DED plans approved.

15| Davao City Expressway

The Davao City Expressway Project measures approximately 29.21 km and is situated on the southeast of Mindanao. The expressway will connect the Asian Highway 26 (AH26), Davao City Coastal Road and the main roads in Davao City. Travel time between Davao City Coastal Road and Ma-a Interchange will be reduced from 40 minutes to 10 minutes, while travel time between Panacan Interchange and Dumoy Interchange will be reduced from 75 minutes to just 20 minutes.

Project Cost: P69.831 billion

Funding Source: Proposed for China Loan Financing

Schedule (Civil Works): 2021-2026

Status: NEDA ICC – TB discussed the project last February 24, 2021.


16| Davao City Coastal Road

The 18.21-km coastal road project involves the construction, opening, and asphalt paving of a 23- meter wide four-lane road (with bicycle lane), with slope protection and includes the construction of bridges. When completed, travel time from Toril to Poblacion will be reduced from 45 minutes to 15 minutes.

Project Cost: P26.35 billion

Funding Source: Locally funded

Schedule: 2017-2023

Status: 36.32 percent (based on total project cost), 60.70 (based on total project cost released from CY 2017 – CY 2020)

17| TPLEX Extension

After section three of the Tarlac-Pangasinan was opend to traffic in July last year, the extension involves a 59.4 km four-lane toll road which will start from the last exit of the TPLEX in Rosario all the way to San Juan, La Union.

Project Cost: P24.10 billion

18| Central Luzon Link Expressway

The 30 kilometer, four-lane expressway will connect Tarlac City to Cabanatuan City, Nueva Ecija. Travel time between the two places will be reduced from 70 minutes to 20 minutes and will benefit 11,200 motorists daily.

Project Cost: P14.94 billion

Funding Source: JICA PHP249

Schedule: May 2016-July 2021

Status: 91.53 percent completed

19| Central Luzon Link Expressway Phase 2

The 4-lane extension of CLLEX Phase 1 connects Cabanatuan City and San Jose City passing through the municipalities of Talavera and Llanera in Nueva Ecija, measuring about 35.70 km in total.


Project Cost: P12.61 billion

Funding Source: PPP

Status: For Feasibility Study

20| Arterial Road By-Pass (Plaridel)

Phase II: Construction of 8.76 km by-pass road with three bridges (1.198.42 km)

Project Cost: P3.34 billion

Funding Source: JICA PH-P250

Schedule: July 2014-May 2018

Status: 100 percent complete

Phase III: Widening of the 24.61 km bypass road from two lanes to four lanes including 10 bridges (1.439.72 lm), drainage facilities and slope stabilization works. Will reduce average travel time between Burol, Balagtas and Maasim, San Rafael in Bulacan from 69 minutes to 24 minutes and will benefit 15,000 motorists per day.

Project Cost: P5.26 billion

Funding Source: JICA PH-P266

Schedule: July 2018-June 2023

Status: CP3-97.03 percent completed; CP4-11.059 percent Completed; CPs 1 &2- Notice to Proceed (NTP) was issued effective February 24, 2021. 

Roads (Metro Manila)

21| NLEX Harbor, Link Segment 8.2

The NLEX Harbor Link Segment 10 (connecting McArthur Highway and C3) and the NLEX Harbor Link C3-R10 Section (from Caloocan Interchange in C3 Road, Caloocan City to Radial Road 10 in Navotas City) have both been completed. Up next is this 8.30 kilometer, four-lane divided expressway from Segment 8.1 at Mindanao Avenue, traversing westward to Republic Avenue and turning right to Luzon Avenue up to Commonwealth Avenue in Quezon City. Travel time from Mindanao Ave. to Commonwealth Ave. is expected to be reduced from 45 minutes to 10 minutes.

Project Cost: P11.5 billion

Funding Source: PPP

Schedule: 2021-2023

Status: Detailed Engineering Design (DED) approved by TRB. On-going Right of Way activities conducted by DPWH.

22| NLEX-SLEX Connector Road

An eight-kilometer, four lane elevated expressway extending the NLEX southward from the end of Segment 10 in C3 Road, Caloocan City to PUP Sta. Mesa, Manila and connecting to the Skyway Stage 3, and mostly traversing along the PNR rail track. Travel time from SLEX to NLEX will be reduced from two hours to just 20 minutes. This road will benefit 35,000 motorists per day.


Project Cost: P23.20 billion

Funding Source: PPP

Schedule: May 2019-2022 

Status: Section 1-Caloocan and Manila - 21.87 percent complete

23| Alabang-Sucat Skyway Connection and Ramp Extension

After the completion of the Skyway Stage 3, the next focus is on the elevated viaducts and ramps extending the Skyway further south. There are two additional lanes (convertible to three lanes) northbound and southbound, each measuring 12.5 meters wide along east and west of the existing SMMS, and approximately four km long from Sucat Main Toll Plaza to Susana Heights. Meanwehile, the at-grade roadway will have one additional lane northbound along east of the existing roadway that will serve as a dedicated/storage lane for Skyway Entry Ramp 

Project Cost: P10 billion

Funding Source: PPP

Schedule: July 2019- March 2021 (Northbound); September 2021 (Southbound) Status: 61.62 percent complete (Northbound is 86.26 complete, while Southbound is 28.98 percent complete).

24| Manila Cavite Toll Expressway Project, C-5 South Link Expressway

The 7.70 kilometer, six-lane expressway stretches from R-1 Expressway to SLEX/C5. Once completed, travel time from R-1 Expressway to SLEX/C5 will be reduced from 40 minutes to just 10 minutes. 

Project Cost: P12.645 billion

Schedule: 2017-2022

Status: Segment 2: Ongoing construction, five percent complete.

Segment 3A-1: Inaugurated and opened to traffic on July 23, 2019.

Segment 3A-2: On-going construction, 3.70 perent complete.

Segment 3B: DED drawings approved by TRB

25| Southeast Metro Manila Expressway, C -6 (Phase I)

The project is a 32.664-kilometer toll road from Skyway/FTI in Taguig City to Batasan Complex in Quezon City. Once done the road will reduce travel time from Bicutan to Batasan from one hour 50 minutes to just 26 minutes and will benefit around 42,477 to 88,338 motorists daily.

Project Cost: P45.29 billion 

Funding Source: PPP

Schedule: 2018-2022 (Section 1 -Skyway/FTI - C5/Diego Silang)

Status: On-going ROW Acquisition, Ongoing construction on C5 Road (Section 1B)

26| Cavite-Laguna Expressway

The 44.58 km expressway will connect CAVITEX in Kawit, Cavite with SLEX via the Mamplasan interchange in Biñan, Laguna. Once completed, travel time between CAVITEX and SLEX will be cut from one hour and 30 minutes to 45 minutes. 

Project Cost: P35.68 billion 

Funding Source: PPP

Schedule: July 2017- December 2022

Status: Overall accomplishment for construction on Laguna section is 100 percent, while Cavite Section is 9.91 percent.

27| Cavite-Tagaytay-Batangas Expressway

The 50.43 km tollway road will traverse mostly the rural areas of Silang, Tagaytay, Amadeo, Mendez, Alfonso, and Magallanes in Cavite all the way to Nasugbu, Batangas.

Project Cost: P25.24 billion

Funding Source: PPP


28| South Luzon Expressway – TR4 

The 66.74 km toll road extension of the SLEX stretches from Sto. Tomas, Batangas to Tayabas/Lucena City, Quezon, which will cut travel time between the two areas from four hours to just one hour. The road is expected to benefit 17,000 motorists per day. 

Project Cost: P13.10 billion

Funding Source: PPP

Schedule (Sto. Tomas, Batangas – Tayabas Quezon): 2019-2023

Status: Ongoing construction.

Package B: 2.58 percent accomplishment at San Juan, Sto. Tomas to San Juan, Alaminos. Package C: 30.61 percent accomplishment at Tiaong Interchange. On-going ROW acquisition by the DPWH.

29. South Luzon Expressway – TR5

The 416.48 kilometer, four-lane divided toll road starts from the terminal point of SLEX TR4 Project at Brgy. Mayao, Lucena City, Quezon and ends at Matnog, Sorsogon near the Matnog Ferry Terminal. The project aims to provide better and safer access to tourism destinations, RORO ports, fish ports and address traffic congestion in the Bicol region.

Project Cost: P22.6 billion (Segment I)

Status: Ongoing evaluation.

30| Camarines Sur Expressway 

The 15.21 kilometer, four-lane divided high speed highway connects the municipalities of San Fernando and Pili in Camarines Sur. Once completed travel time will be reduced from 51 minutes to 11 minutes.

Project Cost: P9.235 billion

Funding Source: Locally Funded

Schedule: Nov. 2018-Beyond 2022

Status: 15 percent complete
